Tang Jinping is a former Deputy Manager of Huadu City Roads and Bridges Engineering Developments Company, the Company's joint venture partner in HCD Toll Roads Company Limited. He holds a Masters of Business Administration from the University of Technology, Sydney. He has extensive experience in banking and finance in China. He is one of the Company's nominee directors of HCD Toll Roads Company.

Jonathan Wong graduated from Monash University with a degree in law. He is the principal of Jonathan Wong Solicitors. He is qualified as a barrister. He has extensive experience in law and financing.

It Ming Lay is the Managing Director of Merigar Director Holdings Pty Ltd. He has 30 years trading and managing experience and also has extensive experience in financing.

Chen Sui Sheng is the Managing Director of two Director trading companies associated with the Huadu City Government, being Kwok Do Industries in Hong Kong and Oriental China Enterprise Company Limited in Macau. He is a former Deputy Director of the Huadu City Committee of Foreign Economy and Trade, Huadu City Economic Committee, the General Manager of the Huadu City Dying and Weaving Company Limited and an Engineer at the Huadu City Textile Mill and the Huadu City Chemical Fertilisers Factory. He is one of the Company's nominee directors of HCD Toll Roads Company Limited.

Qin Yi is the General Manager of Huadu Investment Company Limited. He graduated from the Hunan Light Industry College in 1982 with a degree in Enterprise Management and in 1994 was awarded a Masters Degree in Economics from Jinan University. He was an employee of the An Xiang County Economics Committee from 1982 to 1991, the Nanfang Securities Company from 1991 to 1994, the China Construction Bank from January to November 1994 and the Huadu City Government from December 1994 to July 1995.

Pan Qixiang is the General Manager of Huadu City Roads and Bridges Engineering Development Company, the Company's joint venture partner in HCD Toll Roads Company Limited. Following 17 years service in the People's Liberation Army he was the assistant economist and a director of the Huadu Taxation department for over 5 years. He has extensive experience in business administration, financial control, taxation advice and building good relationships with government authorities. He is one of the Company's nominee directors of HCD Toll Roads Company Limited.
