                                                                                            <content:encoded><![CDATA[<p>The <strong>S&amp;P/ASX 200 Index</strong> (ASX: XJO) is on form again on Thursday and is charging higher. At the time of writing, the benchmark index is up 1.5% to 7,244.4 points.</p>
<p>Four ASX shares that have failed to follow the market higher today are listed below. Here's why they are falling:</p>
<h2><strong>Everest Metals Corporation Ltd</strong> (<a class="tickerized-link" href="https://www.fool.com.au/tickers/asx-emc/">ASX: EMC</a>)</h2>
<p>The Everest Metals share price is down a massive 32% to 23 cents. Investors have been hitting the sell button amid <a href="https://www.fool.com.au/2023/07/13/why-is-the-everest-metals-share-price-crashing-31-on-thursday/">disappointing results</a> in the company's search for lithium. While Everest Metals uncovered high-grade rubidium, this isn't what the market was betting on.</p>
<h2><strong>Global Lithium Resources Ltd</strong> (<a class="tickerized-link" href="https://www.fool.com.au/tickers/asx-gl1/">ASX: GL1</a>)</h2>
<p>The Global Lithium share price is down 5% to $1.65. This morning, Global Lithium revealed that it has found a bedrock (hard rock) rare earth elements (REE) hosting mineralised system adjacent to the Manna Lithium Project. It will be named the Cardunia Rocks REE Project. Investors appear concerned that this could be a distraction.</p>
<h2><strong>GreenX Metals Ltd</strong> (<a class="tickerized-link" href="https://www.fool.com.au/tickers/asx-grx/">ASX: GRX</a>)</h2>
<p>The GreenX share price is down 15% to 84.5 cents. This follows news that the Greenland-based copper and gold exploration company has raised $4.2 million at a discount of 80 cents per share. The proceeds will be used to ensure that GreenX retains a strong balance sheet position.</p>
<h2><strong>QBE Insurance Group Ltd</strong> (<a class="tickerized-link" href="https://www.fool.com.au/tickers/asx-qbe/">ASX: QBE</a>)</h2>
<p>The QBE share price is down 2.5% to $15.05. This is despite there being no news out of the insurance giant on Thursday. The decline could be due to US inflation coming in softer than expected, which has sparked hopes that interest rates won't have to rise as much as feared. This could be seen as a negative for QBE, which benefits when bond yields rise.</p>

<p>November was a great month for the <strong>S&amp;P/ASX 200 Index</strong>&nbsp;(ASX: XJO), with the benchmark index finishing up 6.1%. But three <a href="https://www.fool.com.au/investing-education/small-cap/">small-cap</a> ASX mining shares left those gains in the dust.</p>



<p>In fact, two of the <a href="https://www.fool.com.au/investing-education/top-mining-shares/">ASX miners</a> more than doubled their share prices over the month. And the other came within a whisker of that same milestone.</p>



<p>Which ASX mining shares are we talking about?</p>

<h2 class="wp-block-heading" id="h-this-asx-mining-share-gained-96-in-november"><strong>This ASX mining share gained 96% in November</strong></h2>



<p>The <strong>GreenX Metals Ltd</strong> (<a class="tickerized-link" href="https://www.fool.com.au/tickers/asx-grx/">ASX: GRX</a>) share price leapt 96.3% from the closing bell on 31 October through to the finish of trade of 30 November.</p>



<p>The junior ASX mining share is primarily focused on <a href="https://www.fool.com.au/investing-education/investing-in-copper-top-asx-copper-shares-of-2022/">copper</a>. Its biggest project is the Arctic Rift Copper Project, located in Greenland.</p>



<p>Promising <a href="https://www.fool.com.au/tickers/asx-grx/announcements/2022-11-09/6a1121195/highly-encouraging-results-from-initial-arc-site-visit/">early news</a> from this project likely led to a spike in investor interest in the stock.</p>



<p>On 9 November, GreenX Metals reported "highly encouraging results" from its initial Arc site visit. High-grade copper and silver samples were both announced.</p>



<p>Project leader Jonathan Bell said, "The ease with which the historically reported mineralisation was identified in the field bodes well in terms of forward work programs to locate and map stratabound mineralisation that may have bulk tonnage potential."</p>



<p>Also boosting the ASX mining share on the last day of November was the announcement that it had completed the <a href="https://www.fool.com.au/2022/11/30/guess-which-asx-copper-share-is-rocketing-49-on-wednesday/">arbitration hearing</a> over its claims against Poland.</p>

<h2 class="wp-block-heading" id="h-the-second-best-share-price-performer-in-november"><strong>The second-best share price performer in November</strong></h2>



<p>The second-best ASX mining share to have held in your portfolio in November was <strong>Southern Cross Gold Ltd</strong> (<a class="tickerized-link" href="https://www.fool.com.au/tickers/asx-sxg/">ASX: SXG</a>), which leapt 132.4% over the month.</p>



<p>The Southern Cross Gold share price trended higher throughout the month. And the <a href="https://www.fool.com.au/investing-education/asx-gold-shares/">ASX gold share</a> got another big lift on 21 November when the <a href="https://cdn-api.markitdigital.com/apiman-gateway/ASX/asx-research/1.0/file/2924-02600549-3A607565?access_token=83ff96335c2d45a094df02a206a39ff4" target="_blank" rel="noopener">company reported</a> "another spectacularly wide intersection of gold-antimony mineralisation" at its 100%-owned Sunday Creek Project, located in Victoria.</p>



<p>Commenting on the results that included multiple visible gold intersections, Southern Cross Gold's managing director Michael Hudson said:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>With only 67% of the hole assayed so far, yet with more than 300 metres of mineralisation already identified, and 270 metres of core left to process, understandably we are extremely impressed how Sunday Creek continues to deliver.</p></blockquote>



<p>Which brings us to…</p>



<h2 class="wp-block-heading" id="h-the-best-performing-asx-mining-share-in-november"><strong>The best-performing ASX mining share in November</strong></h2>



<p>The winner by a nose is <strong>Winsome Resources Ltd</strong> (<a class="tickerized-link" href="https://www.fool.com.au/tickers/asx-wr1/">ASX: WR1</a>), with the share price closing up 134.0% in November.</p>



<p>The <a href="https://www.fool.com.au/investing-education/lithium-shares/">lithium explorer</a> listed on the ASX just over a year ago, on 30 November 2021, with November 2022 marking its strongest month to date.</p>



<p>Winsome Resources has been a clear beneficiary of the lithium fever that's gripped markets amid an increasing global push towards electrification.</p>



<p>Investor interest in the ASX mining share surged on 28 October. That came on news that Winsome had identified "<a href="https://www.fool.com.au/2022/11/17/why-has-asx-lithium-share-winsome-resources-rocketed-220-in-a-month/">significant pegmatite intercepts</a>" at its Adina and Cancet lithium projects, located in Canada.</p>



<p>The company continued to release more promising results from its exploratory drilling campaign in the early days of November.</p>



<p>And the ASX mining share got yet another big boost after announcing a $6.8 million capital raise at $1.67 per share. That was 54% higher than the Winsome Resources share price on the day of the announcement.</p>

<p>It's a great day for the <a href="https://www.fool.com.au/investing-education/investing-in-copper-top-asx-copper-shares-of-2022/">ASX copper share</a> <strong>GreenX Metals Ltd</strong> (<a class="tickerized-link" href="https://www.fool.com.au/tickers/asx-grx/">ASX: GRX</a>) with its value skyrocketing on Wednesday. </p>



<p>GreenX Metals is engaged in the exploration and development of critical minerals resources projects. Its biggest focus is the&nbsp;<a href="https://greenxmetals.com/arc-project/" target="_blank" rel="noreferrer noopener">Arctic&nbsp;Rift&nbsp;Copper&nbsp;(ARC)&nbsp;Project</a>&nbsp;in&nbsp;Greenland. </p>



<p>The GreenX Metals share price is currently 49 cents, up 31% on yesterday's close. </p>



<p>But in earlier trading, the ASX copper share hit an intraday and 52-week high of 55 cents, up 48.6%.</p>



<h2 class="wp-block-heading" id="h-why-is-this-asx-copper-share-on-fire-today">Why is this ASX copper share on fire today? </h2>



<p>It's not what happened today but what happened yesterday that is likely pushing GreenX Metals higher. </p>



<p>The company&nbsp;<a href="https://www.fool.com.au/tickers/asx-grx/announcements/2022-11-29/6a1125110/arbitration-hearing-claims-against-poland-now-completed/">announced</a> the completion of its arbitration hearing regarding its claims against the Republic of Poland. </p>



<p>It's now a matter of waiting for the Arbitral Tribunal to render a decision in the case. </p>



<h2 class="wp-block-heading">What's the legal case against Poland all about? </h2>



<p>GreenX Metals is seeking damages of up to $1.3 billion in lost profits and damages arising from government actions that prevented the company from developing its Jan Karski and Debiensko projects.</p>



<p>According to GreenX Metals: </p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>GreenX's dispute alleges that the Republic of Poland has breached its obligations under the applicable Treaties through its actions to block the development of the Company's Jan Karski and Debiensko projects in Poland which effectively deprived GreenX of the entire value of its investments in Poland.</p><p>GreenX's investment dispute with the Republic of Poland is not unique, with international media widely reporting that the political environment and investment climate in Poland has deteriorated since the change in Government in 2015. As a result, there are a significant number of International Arbitration claims being bought against Poland.</p></blockquote>



<p>GreenX Metals has made the claims under the Energy Charter Treaty (ECT) and the Australia-Poland Bilateral Investment Treaty (BIT). </p>



<h2 class="wp-block-heading">GreenX Metals share price snapshot </h2>



<p>With a <a href="https://www.fool.com.au/definitions/market-capitalisation/">market capitalisation</a> of $94 million, GreenX Metals is a micro-cap among the ASX copper shares. </p>



<p>The GreenX Metals share price is up 111% in 2022. The company is part of the <strong>S&amp;P/ASX 200 Materials Index</strong> (ASX: XMJ) which is up 3.5% this year. </p>



<p>This compares to a 6% dip in the <strong>S&amp;P/ASX All Ordinaries Index</strong> (ASX: XAO) over the same period. </p>



<p>According to its website, GreenX Metals says: "Simply, there is no decarbonisation without copper &#8230;".</p>

<p>The GreenX Metals share price is up 38% to 49.5 cents. This is despite there being no news out of the mineral exploration company today. However, it is worth noting that yesterday the company <a href="https://www.fool.com.au/tickers/asx-grx/announcements/2022-11-29/6a1125110/arbitration-hearing-claims-against-poland-now-completed/">revealed</a> that the hearing for the international arbitration claims against the Republic of Poland has now completed. GreenX Metals is seeking damages of up to $1.3 billion. These have been claimed in relation to the assessed value of GreenX's lost profits and damages from both the Jan Karski and Debiensko projects.</p>
<h2><strong>Stavely Minerals Ltd</strong> (<a class="tickerized-link" href="https://www.fool.com.au/tickers/asx-svy/">ASX: SVY</a>)</h2>
<p>The Stavely Minerals share price is up almost 22% to 22.5 cents. Investors have been buying this mineral exploration company's shares since the release of a <a href="https://www.fool.com.au/tickers/asx-svy/announcements/2022-11-29/6a1125091/significant-new-porphyry-target-identified/">drilling update on Tuesday</a>. That update revealed that a significant new porphyry target has been established immediately south-east of the Cayley Lode deposit following a recent review of data and drill core. Stavely Minerals is now planning to drill a wide-spaced panel of six diamond drill-holes to extend the Cayley Lode down-plunge. This is with the objective of confirming further high-grade copper-gold mineralisation hosted by the causative porphyry.</p>
<h2><strong>Southern Cross Gold Ltd</strong> (<a class="tickerized-link" href="https://www.fool.com.au/tickers/asx-sxg/">ASX: SXG</a>)</h2>
<p>The Southern Cross Gold share price is up 21% to 85.2 cents on no news. In fact, there hasn't been any news out of this gold explorer for over a week. However, that previous announcement revealed that the company has raised $16 million to fund the exploration of the Sunday Creek project in Victoria. This follows the recent "spectacularly wide intersection of gold-antimony mineralisation grading." Investors appear excited about what may lay ahead for Southern Cross Gold.</p>
